The Integrated Care Board (ICB) holds statutory responsibility for the commissioning of NHS dental services within the Integrated Care System. Its duties include the strategic planning, procurement, and contract management of primary, community, and specialist dental services. Currently, the South East Commissioning hub manages day-to-day contract management on the ICB’s behalf; commissioning decisions remain with the ICB. From the 19th June 2026, the ICB will be undertaking contract management as well.
The ICB undertakes population needs assessment to inform commissioning priorities, ensures that services are delivered in accordance with national contractual frameworks, and oversees contract performance and quality assurance. It is responsible for securing appropriate dental provision and for supporting initiatives that improve oral health outcomes and reduce inequalities. The ICB works collaboratively with the Dental profession, Local Dental Committee, public health teams, and other system partners to ensure the effective delivery and continuous improvement of dental services that align with wider system objectives for integrated care.
