Local Dental Committees have been engaged in the dental political landscape since 1948 and their prime function of local liaison with the NHS is further enhanced by their influence on national policy. LDCs are funded by a combination of the statutory and voluntary levies from primary-care dentists in their area. General Dental Services (GDS) contractors are, by statute, required to make contributions to their LDC. The Statutory Levy (SL) is collected on behalf of the H&IOW LDC by the NHS (BSA) and this funding stream is used by the committee for administration, payment of members’ expenses for attending meetings and any other representative and constituent supportive work on behalf of the LDC. The SL is collected as a percentage of the total contract value (tcv) and currently this stands at 0.3%. The LDC carefully reviews its annual budget to ensure that the SL funding is balanced against its projected activity and expenditure. The H&IOW LDC is the largest stand alone LDC in England and is very active in three main areas of Peer support, NHS England-South (Wessex)-engagement and Learning and Peer support.
Peer Support: The H&IOW LDC can help its constituents with their communications with NHS England. We regularly help individual contractors or performers with specific issues and negotiations. The LDC can support GDPs with contract management and performers list concerns.
Voluntary Levy:
Local Dental Committees have many other functions that lie outside their statutory levy (SL) funded constitutional duties and the associated administrative processes that run the committee for the benefit of dentists providing services under a GDS contract. A high proportion of contracts (around 30%) are held under Personal Dental Services (PDS) Agreements. Most orthodontic and some general dental services working within a PDS do not have an in statute requirement to pay the SL but the few that do pay the levy do so voluntarily.
The Voluntary Levy (VL) is also the only means by which the H&IOW LDC can send donations to the British Dental Guild and the Benevolent Fund. These two organisations have very different roles that support the working lives of dentists and support their families in times of need.
The BDG funds executive members of the BDA’s General Dental Practice Committee and several cross representatives that sit on other strategic BDA and other national committees. GDPC is the BDA’s craft committee that directly negotiates with Government on important issues such as DDRB, Contract Reform, Occupational Health, Service Procurement, Pensions and other benefits.
These dentists spend a significant time away from their practices to represent their fellow GDPs and are very experienced and elected fellow members of our profession.
The Benevolent Fund is a lifeline to many dentists and their families when sickness, death or just hard times befall them. Those that have accessed this support are eternally grateful to those within the profession who have made these voluntary donations possible.
The VL is also used to fund modest Foundation Dentist prizes and any other voluntary levy funded activity approved by the committee.
